Mongolia and EU established diplomatic relations on 1st of August 1989.
 
Since the political reforms started in Mongolia in the early 1990s, relations between the EU and Mongolia have developed very positively.
 
The Mongolian Ambassador to the EU presented his credentials in 1990 and the Head of the EC Delegation in Beijing was accredited to Mongolia in 1991. The Delegation of the European Commission in Beijing is accredited to represent the EU in Mongolia, while Mongolia maintains an embassy in Brussels. Furthermore, six EU Member States have embassies in Ulaanbaatar, and Mongolia has embassies in nine EU Member States. In 2006, the EC Technical Office was opened in Ulaanbaatar.
 
The EU-Mongolia relationship has been consolidated over recent years and is set to develop further in the future, also as a consequence of the enlargement of the Union to the East. Several of the new Member States and EU Candidate Countries traditionally maintain close relations with Mongolia and are represented in Ulaanbaatar. The first ever EU-Troika mission to Mongolia on 8-9 June 2006 set another mark for the intensification of relations.
 
EC-Mongolia cooperation started with the entry into force of the Trade and Cooperation Agreement in 1993. It was initially concluded for a period of five years and is now tacitly renewed every year. The two parties accorded each other’s exports most-favoured-nation treatment and engaged themselves to examine appropriate measures to foster trade and economic relations. The Agreement also includes a commitment to protect human rights. High-level Joint Committee meetings in Ulaanbaatar and Brussels were agreed and have regularly taken place since then. The 2007 Joint Committee decided to launch negotiations for a Partnership and Cooperation Agreement (PCA) which will serve as a comprehensive framework for our relations.
 
A milestone in the EU-Mongolia relations was the decision taken in 2006 for Mongolia to join the Asia-Europe Meeting (ASEM) process. Participation in ASEM brings Mongolia into the Asia-Europe political and economic cooperation framework and thus further strengthens our relationship. Mongolia participated, for the first time, in the ASEM Summit in Beijing in October 2008.
 
The inclusion of Mongolia as a country of operation for the EBRD (European Bank for Reconstruction and Development) and the opening of the EBRD office in Ulaanbaatar in 2006 has further increased Europe-Mongolia cooperation.

The European Commission Technical Office in Ulaanbaatar

In response to the growing relations between the European Union and Mongolia a new European Union (EU) Technical Office was opened in Ulaanbaatar in June 2006. The office has the important function to inform the people of Mongolia about the initiatives and activities of the European Union in the country and to ensure real-time communication between Mongolia and the European Union Delegation in Beijing. The EU is committed to deepening relations with Mongolia and the Technical Office is yet another significant step towards closer cooperation and dialogue.

The Office has no diplomatic status and is operated under the responsibility of EU Ambassador to China and Mongolia H.E. Mr Serge Abou and managed from the Delegation of the EC in Beijing. The new office replaces the previous “TACIS Programme Office” (closed at the end of the TACIS Programme) which symbolized the Commission’s continuing commitment to engage in a direct long-term relationship with the Mongolian government.
